It is talking about the present Heaven, apparently, since the New Earth comes on the scene after the final judgment, and Revelation isn’t about the New Earth until Revelation 21-22. However, some aspects of the present Heaven may be shared by the future post-resurrection Heaven.

I believe the New Jerusalem is right now in the present (intermediary) Heaven because of my understanding of Revelation 10.

Heaven is an actual place, in a real location, designed by God with people in mind.

God is the Father of this family we enjoy. So we will not be complete, fully perfected human beings until our sinless spirit is joined to a body no longer under the curse in the resurrection.

Hebrews 12 speaks of the Heavenly City as apparently already existing in the present Heaven, but we don't know exactly how that works...

I agree that God’s timing was perfect and He is the one who prompted you to be with your loved one when she died.
